Protect with a password
This page is not in a secure context, so the browser does not expose the encryption functions. It needs https or localhost: from a local-network IP address over http, encryption is not available.
Without this, the document does not open. Leave it empty if you want it to open freely but with limited permissions.
It is needed to lift the limits below. If you leave it empty the open password is used, and whoever can open the file can also do everything.
With neither password the file opens by itself and the permissions remain a polite request to readers, not a constraint. If you want them to count, set at least the permissions password.
The encryption is AES 256-bit, revision 6 of the PDF standard, and it is done here in the browser: the password does not leave this computer. Acrobat X and later and every modern reader open it; readers stuck in 2009 do not.
An honest warning: permissions are respected by the reader, not enforced by the file. A program that decides to ignore them, having the open password, succeeds. The only truly solid limit is the open password, because without it the content really is encrypted.

Empty means all of them. 1-3,7 puts the watermark on the first three pages and the seventh, counted in the file's original order. The watermark is drawn over the content: that is why the opacity has to be low.
